Yes, it is. After all, cars are not allowed to haul trailers. The ban time is quite short, though.

Those must be the "random events". In SP, you should see accidents, vehicles stopped by police, etc. In MP, they are not working so good, so you may see them only partially. And they are not synchronized, meaning that you can see them but other players on the same road may not.

EDIT: I believe that there's a slider in the settings to make them appear more/less frequently and even disable them completely.

Depending on your location. If your time has passed 2:57 pm and still no unban, then it might be bugged......

Or wait for another hour if your area has summer time involved. sometimes things can get messed up.
