Having a ban on your profile doesn't mean you cannot join the team, and doesn't mean they can't be trusted in a staff role. You're correct, some members of staff have bans on their profiles. This doesn't make them any less of a valuable staff member than those without bans. 'no wonder it's a mess' - not sure what you mean entirely there, but I'm sure feedback will be accommodating should you wish to elaborate on this further.
