Only 10 people won, from what I can see you're not on the list of people who won so you don't get a DLC. 

Anyone who entered can request a prize if they really feel like they need to but their request will need to be approved by myself.

"but their request will need to be APPROVED BY MYSELF" Bugging an individual is one way not to get something approved..... Come on, this guy is nice enough to give 10 people DLCs (plus the first 3 getting Scandinavia AND the other giveaway he held before this one) he already spent a lot of money IMO. If you want France you can wait for a sale and buy it yourself. If he turns around and gives you a DLC because you entered the giveaway and lost then others might expect the same exact thing. We don't get a reward for not winning.  

There might come a time where you'll have another chance in the future but SCS games go on sale for cheap, save up money and buy it then. You only have about 3 months left to go which isn't long at all IMO.
