Yes, you must use chat to use this command but do not forget that mostly players are using external controllers like Logitech G27/G29 or PS/XBOX controllers. If You're using the steering wheel can You easily use the chat.

Right, but i think it's logic that with a new command "/mute" you gonna get also a "/unmute" command.

He/she can login to the TMP Service in game so firewall can't block the connection. But the idea with the ethernet cable is better, do You have a stable connection? Are you using external DNS? (Google DNS or something else) or maybe proxy?

The best option is always copy the game files into a cloud (iCloud, dropbox, Google Drive, Onedrive, ...)/usb and then transfer the game files on to the new laptop into the document directory. Using the Steam Cloud is not always the best option.
