Tip:

When you use motion-blur to imitate a sense of motion, take care that everything in your plane of focus stays sharp.

In your photo, major parts of the truck cabin are in the plane of focus. But the right hand side and top of your truck cabin are not.

The trick is to select the silhouette of the parts of the photo you want to keep sharp (e.g. the truck cabin) with e.g. a lasso tool, duplicate the selection on a separate layer (CTRL+J) and move that layer above the motion-blur layer.

Then you play around with the motion-blur filters on the  lower layer without affecting the truck cabin.
