They don't care. I even found myself overtaking slower drivers at the opportune moment. I was traveling down the road, player about 2 vehicles down got into an accident that blocked the lanes. To avoid ramming the player in front, i went onto the shoulder and on the other side of a guardrail. I drove along it. When it ended, the road was clear. And this was with 3k players on.
