Winter Mod which was used at 1.39 would not be supported in v1.40 so you do have to download the Winter Mod supported for ETS2 v1.40. A clear explanation is that within version updates there is map updates & also some significant changes brought by SCS at various places. So for every updates you have to also download seasonal effects mod again according to the current latest version being used. Now you might have a question if whether TruckersMP currently supports Winter Mod?. No, Currently only supported seasonal mod is Spring mod which you can find the information of here -> https://truckersmp.com/blog/245 Hope this answers your question.
