I can understand what you mean. However, this would essentially be NCZ hacking. For that reason, I have a counter proposal: make the "safe mode" not collision free, but damage free. Instead of going through other people, you would just not get damaged by accidents. 





I can see both points, the op's point and Blueyy's. But I disagree with both.
I don't think It's a bad suggestion, I feel like it would break the roleplay essence if this was added eventually. As for Blueyy's counter proposal, there is always /fix for a damage free alternative. I don't see a strong need for neither of these suggestions.
