The player hadn't been banned earlier, only reported using the same mechanism you used. There's obviously some kind of timeout system that prevents a player being reported by more than one other player within a certain amount of time. The in-game reporting system doesn't provide any evidence to admin so I expect that few players get disciplined as a result of it; if you want action taken against this player you'll have to submit a proper report including this video evidence.

I know all about that yes and I already understood that what I am saying is if you look at ban he got it was at 23:32 tonight and I got rasmmed by him bang on midnight so the ban wasn't effective so I am assuming he/she ban evading.... also I did do video hence why its up there.... but I cant report via site because the "said" user is already banned the site wont let you report someone who has a ban active!!!!
