Luxembourg Luxembourg is the capital of Luxembourg, and the only city from Luxembourg in the game. It is close to Rotterdam, Germany and France, allowing easy access to large portions of Europe. At the same time, it is not a very crowded city compared to i.e. Rotterdam, making it a good garage position and a place where most people can drive without lag issues.
