Player already reported in-game,what can i do?

**I dont want to create a discussion about reports ok!!!! its a honest question**.
I forgot to activate the recording(DOH!)And i got rammed by that orange/white scout car(he flew into oncoming lanes when happened)So in this case only a recording/report on the website can be effective against him?
Tried to report in-game but he was "covered" by the already reported message

Yes. A report needs proof to go along with it.

When another person reports the player, that user cannot be reported for 10-15 minutes. If the moderators not claim this report

Unfortunately only a website report can be beneficial here. If you cannot report in game as he was previously reported that is unfortunate. It's very unfortunate that you weren't recording as you would've been able to create an online report.

Best thing to do is use the website report system and upload the image there if you don't have the  video evidence. 

Without video evidence it's hard to accuse someone else being in the wrong.

You can just wait and report him again. Otherwise there is no way to report him again.
