You can avoid auto update by going to ETS2 properties-->updates tab-->choose "Only update this game when I launch it". You must make sure that "Allow downloads during gameplay" is unchecked in steam settings-->downloads.

You can downgrade however the downgrades still dont work... Still no idea how long this is going to take to fix
