A verbal warning generally means that you have broken a forum rule, and instead of being issued a warning point straight away, you have been given a warning by a moderator. Think of it as a second chance in a way.

 

A warning point is the second level up from a verbal warning I believe, and as mentioned above, the more warning points leads to more punishments further down the line.
