You're not necessarily wrong, but overtaking isn't allowed during convoys. It's better for the person behind someone that's lagging to go slower and keep a larger gap inbetween. That way everyone follows the rules and prevent potential crashes. If you see someone lagging massively though, it might be best to ask them if they want to pull up at the side of the road and go back in at the rear-end of the convoy. The laggers and people that drive slower (e.g. double trailers) should always be at the back of a convoy, to allow it to maintain a relatively good speed.
