Are there different rules for big streamers?

I've just been watching LIRIK, I'm sure you know who he is.. If not he has about 20k - 40k people watching him on Twitch each time..

Now um, he was ramming people, blocking roads in Rotterdam and also driving down the wrong side of the tunnel to Amsterdam, I'm not too sure how many admins were online or anything however I'm pretty sure he should be banned for his actions?

What do you guys think?
