I don't know whether that sign is for those who will turn right or for those who will go straight (even if the road is not open). Problem is, if I obey the sign and wait until someone on the other side gives way, there will be excessive traffic and perhaps the road will be completely closed as a result of a few impatient people not wanting to wait. If I don't obey the sign and an oncoming person hits me, I will be at fault. I have a driver's license and I know that under normal circumstances, the person on the right has the right of way, but the "give way sign" is independent of this general rule. Whichever side it is placed on, that side must wait for other vehicles to pass. Yes, there is no straight road, but if someone drives straight ahead to park a little further on the road and I turn left, I will be guilty when that person hits me because I did not obey the sign.
