Alright, the reason why I asked if this was allowed because this can easily be abused by trolls since they can crash into people as much as they want without teleporting to the service station

yeah as long as you don't do that should be fine.

For people wanted to try this out also, be aware that cheat engine may install malware on your PC, so make sure that you have a anti virus protection such as malwarebytes, avast, avg etc... scan right after you install cheat engine.
