I've just fixed this myself, I did restart my PC but that did not work @raptorroger
I just had to manually delete ETS2 and TruckersMP by going to the file location and reinstalling both of them. Not 100% sure why this happened in the first place, but thanks for responding.

My sisters boyfriend works on computers for a living, I brought my PC to their house for a few hours and he found the issue, something to do with the settings on the "AMD Catalyst Control Center", it seems to be working fine now, goes over 65 degrees fine. So my issue should be solved now (hopefully) thank you all for the helpful information
