This can happen to me quite a lot of the time, I find that if you close it and try to launch 5 to 10 minutes later it will launch correctly.

Follow these guides:

 

Solution 1:

• Download Ultrasurf.
• Run Ultrasurf.
• Open TruckersMP in Administrator Mode.
• Install the available updates (only the first run with Ultrasurf), wait for it to finish and Launch button appears.
• Exit Ultrasurf

Solution 2:

• In order to verify your game cache, go to your 'Library' and find 'Euro Truck Simulator 2'.
• Once you find it, 'Right Click' and go to the 'Properties ' tab.
• This will open up the properties tab. Go to the third sub-tab that says 'Local Files' where you will be presented with the following options.
• Click on the last option to begin the validation process. This might take a few minutes.
• Once all the files are validated, if any corrupt instances are found, then Steam will redownload those particular files for you. If not you will be greeted with a box that says no errors.
• You have verified your game cache successfully.

1. Run the program as an administrator (right click the shortcut and select 'run as an administrator' and accept the UAC prompt.)

3. Install these two programs

Solution 4:

The launcher cannot connect with the TruckersMP server to download the updates. Restart your router and stop any other updates that may use all your bandwidth. Also make sure your Firewall/Antivirus is not blocking the launcher.

• Remove all TruckersMP Folders on your computer and re-install TruckersMP on your computer.
• Turning your router off for 1 minute or 5 min,
• Try change DNS Adrress,
• Turn off firewall or anti-virüs programs on your computer,
• Download CCleaner program and delete useless folder on your computer, https://www.ccleaner.com/
• Press CTRL+ALT+DEL keys,open the Task Manager,disable any unwanted programs you dont want running and hogging internet and turn off applications that are running on the background for TruckersMP.

The error seems to be saying that you do not have enough memory to execute the program so ensure that other programs are closed and that you have at least 4GB memory as standard on your PC to run ETS 2 MP.
