Should you still get some issue with your Launcher, Please try this Steps: Search into your System for the Name -> regedit Search into regedit for the Names -> TruckersMP and ETS2MP Delete there all files what you can find Download the Launcher here -> https://truckersmp.com/download Install the Launcher new Start the Launcher with -> Admin Hope it helps.
