Check temperature of your graphics card, update drivers by first removing the old ones and installing latest fresh ones.

Update windows and other drivers. Clean your computer.

If all fails, get a new card. But first, do you have problem with other games too?

Nope. It doesn't happen with other games. I'm using a freshly-bought GTX 760. Temperature is stable at around 70 deg C during gameplay (all settings on maximum).

They are not graphical artifacts your computer produce... Your computer is fine. Don't fiddle with it.

They are "SNOW effect" given by MP mod. devs say it is feature called "Weather sync". Check out other threads about "snow / Weather sync"

They won't fix it.
