You'll need to be forum moderator first. Then you may get promoted to IGA by Project Manager if you're doing well as moderator, typically 2-3 months after being forum moderator. 

 

If you want to ask anywhere on forums whenever 32-bit version of MP will be supported in future, try to start GTA V on your 32-bit machine before checking game's system requirements.

Police are reserved for in game admins only. If you want to be on you'll need to first become a forum mod, then work your way up. Might take a few years..... Also, being an admin isn't really what players think it is. When your on you're kinda expected to admin the server which can mean very little driving time for you.

You have to become part of the team, moderator or support usually and then as you continue helping the community you will eventually be promoted to administrator.

 

Because of this, the only way is to stay loyal and once enough trust has been given to you, you get administrator.

 

I'd say it can take 6-12 months to become a game administrator although it really depends.
