You can buy the car in any of the truck dealers. You just need to be careful when customizing it, to not place anything that has to do with police accesories. So Police paintjob, police roof lights and the blue leds in the grill are not allowed to regular players, those are only for admins. Try buying a new car with no customization and see if it lets you drive. If it does, then you can change paintjobs or use the pilot skin, simply remember that you can't use police accesories.

you can buy a car when you enter a truck dealer. You will find the car on the top left.

Pay attention: If you use police addons on ur car you will be kicked!

 

Also, cars are't allowed at all servers. They are not allowed at #EU1.

So to buy a car you have to go to any truck dealer within game whilst in multiplayer. And in the truck dealership you will find the Scout ExtraD which is the car. 

 

if you have the car but having issues connecting to the server then it could be the fact that you have police accessories on the car like the paint job, lights etc. Users are not allowed those in MP. They way to get them is by becoming an in game administrator or just playing single player with the car. You are allowed skins like Pilot and the pilot beacons.

You have to buy a truck or a car. Then you can freedrive.

 

If you gonna buy a car, then don't use a police skin.

You are allowed use only Pilot skin.
