There are all ProMods versions in the link that I left below;

Now as for your problem no unfortunately you can't play with the oldest version on the ProMods server. You can only play with the latest version of ProMods.

Nope, Promods 1.9.1 is only compatible with ETS2 up to version 1.18, which was back in 2015, before any official map expansion.

I don't know why they are even keeping such ancient version available, because I don't think it is possible to downgrade ETS2 to the required version anymore.

TMP only supports latest version of ETS2, making any but latest version of Promods incompatible.
