    Why are there random trailers and cones on the highway in ATS. Are they solid because I see people phase through them like a ghost.

      Those must be the "random events". In SP, you should see accidents, vehicles stopped by police, etc. In MP, they are not working so good, so you may see them only partially. And they are not synchronized, meaning that you can see them but other players on the same road may not.

       

      EDIT: I believe that there's a slider in the settings to make them appear more/less frequently and even disable them completely.
