Is this painting normal?

When I drive I see this same painting, but how it should be, but sometimes how my friend's truck, I see that there are trucks that have the painting like that but they are only the ones that are highly modified; this is normal .... is it a bug ..... or do you have another explanation?

That type of painting is modified with save edit. Surely you will find several players with a similar or modified paint. 

If you want to have a painting of that type you should modify your truck in the same way, since in the normal way you cannot choose this paintjob.
