You can either use the telemtry server or the ETS2 SDK itself.

Both require programming knowledge (Application, Client, Server)

 

While you are free to use any programming language when using the Telemetry server, which also is based on the SDK, you are required to use Visual c++ (the telemetry server runs with a c# coded version of the sdk, but I thinks it's easier to write it using c++)

EDIT: Also a small info, the latest SDK (version 1.9 was released before the doubles were released and is inaccurate regarding trailer data)

 

And one more thing. If you are actually trying to get the coordinates of the vehicles, remember that the game is written in a "right" coordinates-system (aka right-hand-coordinates-system)
