Are Reports Still Submitted?

Are reports still submitted if someone has sent in one?

 

For example, if someone reports user 1 and I report user 1, it'll say "That user has already been reported." But does it still submit my report or just keep the original first report?

It will just accept the 1st report. This is so that we don't receive several reports about the same user within 30 seconds because people spam it.
