my report score dropped to zero

i can see that my report limit now is zero and im unable to create anymore reports because of the declined ones, is there any way to create again or im unable to create for ever ?

Since you are unable to create any new reports on the website anymore, I would recommend that you contact the Game Moderation Management by using the Feedback System through that link: https://truckersmp.com/feedback. 
And good luck with it.  
As they are your only hope in case they decide to allow you to create new reports or not in the future.

Even if you contact GMMs through the feedback system as @Myriαnnα said above, your situation isn't gonna change. Once you have a report score of 0 (Zero), you instantly lose your reporting rights permanently. There's nothing GMMs can do to increase your report score again because that's an automatic system.

 

Reports in high populated areas such as Calais, Duisburg, C-D road and Kirkenes will not increase your report score even if the report gets accepted.
