I really like the attention to detail, I'd probably miss something like that.

seeing the new CD road push (it may be related) I think maybe it was unfinished but the update because:

• The april fools update was posted quite late in the day (maybe attempting to remove CD road files)
• The CD road was never mentioned in the changelog
• The road seems too "well done" to be an april fools update
• Its possible that the new car and CD road were on the same save an accidently was pushed when they updated for april fools
• The f7 doesnt have NCZ due to it being released early

However this is all hypothetical
