First, check your game version and your DLC. Your game version needs to be v1.39.x and you need the Going East, Going North (Scandinavia), Viva la France, Italia, Beyond the Baltic Sea and Road to the Black Sea.

Another thing you can do is to download the ProMods again. Check if you have all files requested by ProMods and TruckersMP in mods folder

If you click on the "i" button on one of the mods in the Mod Manager (single player) it will tell you why it is incompatible.

 

When you generated your def file you probably enabled "Special Transport DLC" support but you don't own this DLC.
If you don't have the DLC, create a def file without that support.

Sometimes files can also be errors, and this error happens to most people. Can you please check the size of the files? If there is a missing file size, please download the files again. And if you're using an old version of def file, it can also be a error.
