Can someone tell me, why a game moderation manager does not explain why they decline a application?

  I'll give an answer based on my own knowledge and suppositions:
  
  1. The GMM who has handled it, has maybe not mentioned directly what your application has been declined but has mentioned some tips to improve your application, then it does surely mean that you have failed on something described on tips.
  
  2. Maybe this GMM didn't mentioned it on your application so you can create a feedback ticket to the Game Moderation Management to get more informations regarding this and have some further others informations that will help you to improve it.
  
  Anyway, an oversight can happen. They have so much applications that they have to deal one per one. It's understandable imo.
  
  But as I said, feel free to request more informations/details about it in a feedback ticket, it's not forbidden AFAIK
