To toggle the radio on/off you simply type: "/channel - (0 = Deactivated)". You can look at it for yourself if you want here: https://truckersmp.com/knowledge-base/article/85. If you mean by "you can't click on CB" that you don't get the mouse cursor in order to click it, you habe to press "TAB", to open the player list, and then you can right click to get the mouse cursor. Once you have the cursor you can click on the CB (usually located in the top part of the Truck) to turn it on/off and to change channels.
