The limits which written in the signs are might be followed in single player (80 or something like that).  However, the limit in the cities is 60 km / h ( also, some roads count as city roads ) on our mod to keep organized the roads.

That's because of how the cities are modelled in ETS2. Imagine that a city is a big square. The city speed limit (60 Km/h) is applied to all of the square because there's no other way to do it. But inside that square, there can be roads, even highways, with speed limits higher than 60 Km/h. Since they can not be excluded from the general limit applied to the whole area, it happens that when you are on one of these roads your vehicle will lose power (as if you released the gas). Another thing, the posted speed limits in the game are meant for cars, not trucks. Usually trucks speed limits are lower on most European roads. And in TMP it doesn't matter if you are driving a car, because it's just a modded truck, so all parameters applied by the servers to the trucks, are also applied to the cars.
