Did I break the rules of the dump camera?
For example, on one of the roads, there is a speed control camera at 90 km, and I will slow down the camera and reduce it by 90 km, after which the speed of the camera will increase. 150 km Did I violate the rules?

Nope, adhering to the speed limit isn't a rule in itself unless by speeding you cause a collision. Refer to the TruckersMP Rules for further information.

If you're slowing down for the speed limit, that's fine as other people should be able to notice that you're following it and hence slow down / speed up appropriately.

 

The hardcapped server speed limit is 150km / 93mph. You cannot pass this.

I'm not sure what you mean - Speed cameras in-game are SCS' responsibility and nothing to do with TruckersMP.

You can't exceed 93mph anyway.

What if I dropped under the camera at 150km? What is my punishment?

You won't get punished for speed at all under most circumstances.

 

Unless you're deliberately trolling other users, in which case, it's punishable as a ban.

Trolling - Deliberately annoying users and making their experience unenjoyable.

 

For example: I'm going 20mph, player overtakes, if I were to speed up to block him into oncoming traffic, that would be trolling.
