If this was added, trollers might be even more common, and you'd be hitting yourself after a rammer blocked/trolled you. Also, F9 F10 and F11 work fine too. Happy Trucking! Maybe just take a standard place non editable for admin+server messages and make a player-chat appart from it like the TAB.
