"Allow game launch?"

So when I open the truckersmp launcher and press launch this pops up in the middle of the screen  and it's called "Allow game launch?" but I can't do anything. What should I do?

Please exit the launcher and exit steam.

 

Please now start steam as admin.

 

Once steam has started, then run the launcher as admin.

@mattisism Please always remember to launch steam first before starting the launcher; when you do not have steam running; that message shows up
