bug Despawning players close to the player

Mod Version: 0.2.1.7.0
Controllers Used: Xbox 360 Controller
Description of Issue: Player's trucks despawn close to your truck. The previous version did not have this issue, with other trucks still being visible a considerable distance away. My draw distance is set to max.
How to reproduce: Drive in an area of high density traffic
