Or do you see people first but they then disappear afterwards? If you can: a screenshot or video would be extremely helpful to try solve / discuss your issue in more detail. Then I go to look for a mission I leave and I start to make tab and the people who was with me in the city is found at 11000 m because I move but when I stop I no longer see anybody move.
