Topic Title: I'm here to report a bug in the responsive version of ipb.
with this gif we can see that the advertising banner is buggy ( width is wrong)

for fix it is very easy.

first add a div class to the advertising banner then add this in the custom.css

@media all and (min-width:960px) and (max-width: 1024px) {
 div.banner {
		width: .....;
} 
}

I believe that the fix you provided may well work, however, the devs tend not to touch the base code of IPB. You would be better off posting this on the IPB forums
