Is speeding, Running Reds and stop signs allowed?

I am getting multiple answers to this question and I would like a Staff member to answer this. I usually speed on the highway and mind my own business and never gotten banned. I've never hit anyone and Im not affecting anyone else. I'm not sure if this rule applys in game or not. It was an updated forum rule, but people are telling me this applies to the game not the forums. So, If a STAFF MEMBER can confirm if I can speed, or not.

Yes, speeding is allowed, running red lights also but if you cause an accident you can be banned. If there are other players around at least make a stop at red lights. Stop signs same thing.
