So i created the account, Installed the TruckerMP exe I went on but got so many questions still..

 

1. Can you see other people on the map?
2. I don't see the CB, is that a Mod I need to download?
3. Is there a way to talk to people by a chat in game? (Typing way)

First of all a warm Welcome on the TruckersMP Forums and congrats on your First Forum Post.

 

Second of all coming back to your Questions,

1. Yes u can see other People not specifically while viewing the Map whit M ingame but over this link https://ets2map.com/, but u can see them while u drive around on the Map therefore you can open the Players List whit the Tab Key to see when there is anybody near you or around you
2. No, the CB Radio is not a Mod that u have to download sperat have a look at these Guides about the CB Radio: 
3. Yes there is a ingame Chat u can access by Pressing Y more Keybindings and Tips can be Found here:

Hello and welcome to TruckersMP! 

 

1. Yes, if you look on your route advisor (F5 key), the blue dots on the map are players while green dots are Steam friends.

2. CB radio is the radio above your windscreen (in most trucks), the general channel most players are on is 19 (a green number on the radio). There's a switch on the radio console where you can turn on/off by right clicking after you've pressed "tab". It is not a mod.

3. Yes, the chat button is 'Y'.
