When I go onto the reports page it says "You can only create 10 reports, 10 max". Is that in like 1 session, or overall, like ever?

This is your report score. It starts with 10 reports you can submit at once. Then, you cannot submit any further reports until the Game Moderators have reviewed your reports. After that, you have received a higher rating (or even a lower rating if the quality of your reports was not good enough). This means whenever a report of yours gets claimed and was dealt with (i.e. accepted or declined), there is another free slot and you can create yet another report.
