Suggestion Name: The "add text with tooltip" functionality

Suggestion Description:  I saw it on another forum and interesting this feature, I think the video will you understand what I want to say about it. On our forum I think it should be added. (I apologize at once for the Russian text)

Why should it be added?: I think this will simplify it twice for technical support or any users who give hints or something. For example for support, writes some kind of explanation and some unknown term for the player, and for the user pops up hints that this term and so on. Similarly, and game moderators. I think the useful functionality.
