Try this:
- Open reg edit
- navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Multimedia\SystemProfile
- Theres going to be entry for Network Performance default value is 10 (or 14 etc etc)
- Set it to " FFFFFFFF" will look like 0xFFFFFFFF to the right of the entry.Make sure to backup your registry when it asks you to.

Does it happen on all servers? Have you tried restarting your modem/router?

Have you tried another profile? Here's what you can do:
Create a new profile in singleplayer mode and try playing. Make sure after you've finished the tutorial to buy a truck before playing Multiplayer, otherwise you'll get other problems.

I had the same thing as you once. Tried driving it and didn't seem to bother anyone.

So Steam is working, ETS2 is working, but ETS2MP isn't working?
Then the problem must be with ETS2MP. Have you reinstalled it with the correct path chosen at the installation?

According to your graphics card, i presume you have a laptop. If you can't even open the task manager when it freezes, i'm afraid your system is too weak at the moment. ETS2 isn't tweaked smoothly for Windows 10, and SCS is aware of this. We should expect an update or a hotfix for the game on Steam soon.

Yeah my dashboard was blurry too, found out it was the scaling. I play at 1920x1080 now with 200% scaling and it's perfect

It's your scaling. Set it at a higher percentage
