I can't enable mods in truckersmp

I am trying to download winter mod from the supported version I found on truckersmp and followed the instructions there but when I am loading the game and I press on "Mod Manager" I get an error that says "Loading own modifications in truckersmp is disabled". I tried to download the game again with truckersmp and I still get the same message.
