I disagree with this. If you encounter someone blocking and you are annoyed of it, you can report it. But at the same time, you can do /disconnect, then drive around it, stop at a safe spot and reconnect again to a server. Because of this, nothing should be prioritised. There are it´s ways to around a heavy traffic jam.
And people would simply abuse this feature. "I want my report to be handled first? Let´s create a §2.2 - Collisions violation under §2.3 - Blocking"... That´s not how it is supposed to work, but that´s how it will be abused.
