FOUND IT

go to C:\Program Files (x86)\Steam\steamapps\common\Euro Truck Simulator 2\bin\win_x86

or

C:\Program Files (x86)\Steam\steamapps\common\Euro Truck Simulator 2\bin\win_x64

then go to plugins and delete that folder
