Traffic Lights just... off

So I just made a new profile (no truck, doing quick jobs) and I've noticed that all traffic lights are just off. It seems that I can just drive through an intersection without any issues. Also noticed there are no cars, but there are posts that apparently deal with that already.

So I downgraded my ETS as per the popup post, but now when I try to run truckersMP, I get the following error: Is this part of the whole issue or what? Hitting Ok does nothing.
