Firstly greetings,
Winter mode is now disabled due to the end of winter season. So you need to wait for the next winter season in the next year.
Also, if you want to play this mod in a single player, you need to copy the mod files to the "Documents\Euro Truck Simulator 2\mod" directory.
Hopefully, it has been an appropriate answer to your question.

Non-default trailer combinations are allowed as long as the trailers do not clip into each other.
You can also see the new rules that are updated and you need to know:
There is no drawback in using the allowed features in the game. however, this use is limited to use within specified locations.

Try these solutions step by step:
Solutions:
- Click Start, Run
- Type dcomcnfg and hit enter
- Expand Component Services, My Computer, DCOM Config
- Right click Windows Management and Instrumentation and click Properties
- Click on the Security tab
- Under Access Permissions, select Customize and click Edit
- Add the account that you wish to grant access to WMI
- Restart PC

You can do it with save edit. but it's done with code and it's a little difficult. You can get help from a friend who knows how to write code. If you don't know how to do this, don't try. Otherwise, you may break the game settings.

My guess is next year. But you can still play in single player by copying the winter mode files you downloaded for multiplayer to the "Documents\Euro Truck Simulator 2\mod" folder.
